Los Angeles Needs to Measure Traffic to Improve Bicycle Safety by John Bisnar

The Los Angeles Department of Transportation’s Bikeways Coordinator recently announced the city has decided to no longer do traffic counts on cyclists since the company they were previously using went out of business. However, the decision by Los Angeles to stop measuring bicycle traffic violates the city’s Bicycle Plan, while also causing a potential increase in the number of bike accidents.

From 2000-2006, the California Highway Patrol recorded an average of over 1300 bike accidents and eight cycling fatalities in Los Angeles each year. While the city has put together a thorough bicycle plan to combat its problems with bike accidents, it seems impossible to guarantee results without measuring the traffic counts of cyclists within the city.

The Bicycle Plan, as implemented by Los Angeles’ City Council in 2002, directs the LA Department of Transportation to measure the number of bicycle counts at intersections in order to compare popular routes and increase overall safety. Unfortunately, without this information, the city will struggle to evaluate its success and inevitably fail to reach its established goals.

According to the Hawthorne Effect, a theory established and tested in the 1930′s, measuring always improves the results over time. Furthermore, when something is measured and reported, it is improved exponentially.

While Los Angeles has spent millions of dollars on funding bike programs and infrastructure, the long-term effects will remain uncertain.

The only way Los Angeles can improve cycling conditions and decrease bike accidents is to evaluate the money spent based on performance rather than dollars. Until this is done, it is your job as a cyclist to take matters into your own hands.

Without knowing for sure which routes are the safest or most common for cyclists within the city, you should be careful in selecting one that works for you. Choosing a route that has a bike lane, mild amounts of traffic, and few intersections will decrease your chance of being in a bike accident. Furthermore, you should always use defensive cycling tactics so you can avoid potential hazards that would otherwise cause a collision.
